Citizen
For a real person beginning with a self-declared profile and a selfie face-presence check; higher-assurance identity verification follows through an authorized process.
Global Digital Citizenship · Declaration 2026
Apply for a verifiable, personally controlled digital identity designed for lawful participation across borders. Global digital citizenship is not a new nationality and does not replace any country or government-issued identity.
Planned credential capacity
The program plans capacity for 10 billion digital-citizen credentials: 9 billion for real people and 1 billion for businesses, civil-society organizations, and public institutions.
This is a planned credential capacity — not Bitcoin, cryptocurrency, an investment token, or a promise of financial value.
For a real person beginning with a self-declared profile and a selfie face-presence check; higher-assurance identity verification follows through an authorized process.
For a verified company, nonprofit, association, or other lawful organization.
For an authenticated government body or public-service institution.
The declaration in practice
The declaration defines digital identity as verifiable, authorizable, revocable, and interoperable. Verification should reveal only what a specific transaction truly requires.
Your identity is not a platform account. You control credentials, permissions, authorization keys, and the right to revoke access.
Sensitive data stays protected under applicable law. Cross-border recognition should rely on credentials and proofs rather than pooled raw personal data.
A contribution ledger may recognize public-good work, but it must never become a social-credit score, social hierarchy, or measure of human worth.
The framework recognizes AI agents as digital subjects that must be identifiable, act only within limited and revocable authority, and remain subject to audit, remedy, and final human control.
A digital wallet may carry credentials, permissions, contribution records, and delegated authority. It is a personally controlled gateway, not a centralized store of raw personal data.
Rights, duties, consent, accountability, and remedy form a digital contract. Control over public resources, data, capital, or algorithms is a trust — never unlimited power.
Free application path
Choose the applicant type that matches you. Verification requirements and responsibility boundaries differ for a person, an organization, and a public institution.
Create your account and choose an individual, business or public-institution application.
Provide only necessary identity or registration information. The first release records a self-declared birth month and checks only whether a face is visible; it never infers age, sex, identity, or other sensitive traits. Higher assurance will use an authorized provider with explicit consent.
After review, receive a digital citizen ID and contribution reward points. Points recognize participation; they do not rank human worth or purchase authority.
Complete digital-citizenship learning and exams, then qualify for a Global Citizen Passport NFT carrying the approved profile photo or organization logo.
Blueprint toward 2035
Publish the declaration and white paper; build expert networks; research identity, contribution ledgers, data benefits, and multilateral cooperation.
Test wallet compatibility, natural-person and institutional applications, cross-border credentials, data permissions, benefit sharing, and AI-agent authorization.
Connect regional identity networks, expand contribution proofs and dispute resolution, and pilot public-service interfaces.
Advance an open protocol, multilateral governance, regional compatibility, public digital dividends, and a long-term Earth-and-space civilization agenda.
A shared digital-intelligence future
The companion paper calls for a true global village: fair access to the digital economy, shared benefits, efficient algorithms, responsible infrastructure, green digital development, and cooperation that protects the Earth instead of exporting its problems.
